I think Toussaint has been a FIFA referee for some time. I remember reading somewhere that he is part of UEFA's talents and mentors programme through which Martin Atkinson graduated. I seem to recall that his mentor was actually an Englishman called Peter Jones. I am not sure who this chap Jones is but I'm sure the more esteemed amongst us will clarify this.

Peter Jones was a very good PL referee for many years - I think he retired in the very early part of this decade.
