Usually it's a singe high ranking general, like RAAM up here -- or sometimes it's a force, council or panel of people like Saren's quest for high power in Mass Effect. Not to mention he comes from one of the best RPGs ever made. Always better when the characters know the villain in some way rather than "oh Dr. Evil is evil so we must stop him."

I've played so many games, that most don't even come to mind. Saren was definitely a great one, the battles were though, and I really enjoyed the story behind him. Not sure who all hasn't played the game, so I'll do a spoiler box. Spoiler: click to toggle Saren's an enemy not because he himself is evil, but because he is being controlled/manipulated by an ancient race of machines. They've turned one of the greatest heroes of the galaxy into their puppet for their return. And throughout the game, you discover this. You can try to covert him back to the good side, but in the end he takes his own life, sorta.
