Hehe, this thread did change direction a lot, didn't it? Anyway, to keep in line with the new direction, I might add that I definetly do like your idea of the barbarian tribe. I don't know if I would call the leader Shaka though, for some the relation might be too obvious. But this is a mather of taste, and nothing else. I myself would choose differently. How about Akahs, leader of a tribe of Ranger/Barbarians who threaten Deepwater. Just a thought though.
Oh yes, you are right here. But there is nothing like some political debate to spice up a game-world. For this, I loosly base my political intrigue in my games on real world mathers. Just mix 'm up and add a little Fantasy. Just talking about politics from the point of view of a DM, you can feel a world emerging. A detailed world, with history and intrigue.
Don't you just love the whole 'Lost Civilisation' feel to it? Isn't it perfect for the gaming table? To sum up: We now have a lost civilisation, an invading army (Humans? Hobgoblins?), a low tech native tribe striving to overcome the invasion (Wild Elfs? Humans?). And of course the invaders are divided amongst themselves also (Compare this to the British, French, Dutch and German influence on the history of South Africa). Now add some Orcish tribes roaming the savanna and some monsters in the jungle, and we are almost done. We have a low tech fantasy setting with history, politics, a realistic feel to it and ample of gaming possibilities. I like it
