One of the problems that will be upcoming for me is that one of my players who has taken Leadership doesn't have all of his followers yet.

For the record, I tend to create a good portion of all followers/cohorts, or Valefor will come up with some cool ideas and I'll get the final vote on what he's done. We tend to have very similar views on how such NPCs should be made, so he doesn't try to min/max them. And his character doesn't have Leadership so he's not trying to get extra goodies for himself; it really seems like he wants to see even more interesting NPCs in the game.

For the most part, I have my PCs encounter various folks and see how they hit it off with the NPCs. If it goes well and the PC is encouraging, they'll get a follower. Cohorts are usually more involved - they're closer to the PC, not usually strangers.

The trouble is that the player who hasn't filled his roster of followers is the one who, because of scheduling difficulties, can only make it for about half of the game - so planning NPCs for him to bump into could be quite difficult. Nonetheless I want to make his followers memorable (especially since he only has 10 or so and I can still make them all individuals; no way I'm doing that when they can attract 100 followers).
