Understanding PCIexpress; What is the limitation of my mobo

I was looking at getting a new video card and while the slot is 16x it runs at 8x (not sure why or if I can mod this), I have no idea what card to get.

Looking through various options at Best Buy because I got couple gift cards from there, I found quite a few options and in the end I had to come here and ask.

This one is a good for instance of something I might get: GeForce 9500 GT

Any thoughts?
