S1642 Boot Problem; S1642 Won't Boot

I'm trying to help a friend with a S1642 which recently just died.

When the power button is pressed, you can hear the power supply come on. The power light on the case doesn't light; the HDD activity light stays on. Machine never boots, can't seem to access the CMOS setup, nothing. If all IDE devices are unplugged from the motherboard, the HDD light won't be lit when attempting to boot. Recently replaced the power supply on the advice of a friend; had no bearing on the issue. Is there a jumper somewhere on the motherboard that will run a POST test to guide me in the right direction of resolution? Anybody have any suggestions of things to check? I even went so far as to attempt to boot with everything unplugged but the monitor, but to no avail - the monitor just sits in the self test mode (no video signal detected). Help...
