e machine 400id; PCI video card?

I have a friend with an e machine, e-tower 400id. The motherboard is the Florida-TG/TGA Micro ATX (ATX V1.2 form factor). He wants to upgrade the video, and he already bought an AGP card from tigerdirect, but it looks like he is out of luck for an AGP card.

Should we go with a new motherboard, or can he get better performance from a PCI video card vs. the onboard AGP graphics (only 4 Megs)? How about something like this:

I suggested something like this, but I am not sure if it will work since he is still running windows98:

I can share my past experiences with you on this.... I have a 400idx and have attempted 2 PCI video cards (one was 64MB and the other 32MB - both NVida chipsets) Bad bad bad and bad were these experiences.... If your friend can find one that workd with his motherboard, let me know!
