 In general no. As an adult if someone is staring at you they are either

1. A pervert
2. Insane
3. Looking for trouble

Most of us learn as adults it is not longer fun to get into fights, especially over something so stupid. Now on the other hand, if it was someone staring at my kids, I might, or stupid punk teenager, possibly.
