Post 2: Government Serdio: Government and Politics. Serdio like most of Zelpha is ruled by a monarch. Serdio's monarch rules in an absolute sense, held back by no one in his or her rule. Elections do happen however, in Parlements and Communes, regional and local ruling bodies. Serdio is also not totally united. Some regions still have pseudo-independence, bound to Serdio by feudal and nationalistic ties. I: The Government Structure. Serdio's government is simple, in a sense. It has three sectors. National, Regional, and local governments. They are all fairly simple and easy to understand, and was created that way by the national diet in order to make it so "even the lowliest peasant may understand". The National sector is obviously the most important. It is made up of the Royal Government of the King and Queen, along with offices in that government. The regional sector includes parlements(no, I didn't spell it wrong), raised by the regions of Serdio(and the minor kingdoms inside Serdio). They ensure that the regions are well protected, elect leaders to over-see the region, and run all minor internal affairs the King cannot be bothered with. The local sector includes all towns, and villages in Serdio. These all raise local communes, electing a mayor to over-see them. These have little power in theory, but basically make the cities budget, and take care of very mundane tasks left for them. --- II: The National Sector. Highest on the list, the national government ensures that Serdio runs, and smoothly. It is basically divided into two parts. The Royal Government; Offices of the Royalty. --- Royal Government: The Royal government includes the King, Queen, the advisor, and the vizier. The Royal government is very powerful, able to do as it wishes. It is the beacon of Serdian power to an extent. Powers of the Royal Government: Anything really, although they technically use the Offices for most non-major tasks. The Royal government is the most simple part of the national government. It has many defined powers, but some are so shrowded in mystery that they are not bothered with. People: King - The male ruler, and head of state. Queen - The female ruler, head of state along with the king. Advisor - What it says, it does. The advisor advises the king and queen, and takes over their duties if needed. Grand Vizier - A somewhat "assisstant" to the Advisor. The Vizier basically helps the Advisor with their duties when needed. --- Offices of the Royalty: Tacked in with the royal government are a slew of offices that carry out certain tasks assigned to them. These offices may have certain things(Like the office of the Holy Synod), which gives it's workers special rights and such. The offices are the weakest part of the national government, because they have no powers other than those assigned to them. The Offices: Office of Agriculture - Oversees Serdio's farming production, it's granaries, and promotes modern farming techniques. They also aid farmers in times of need. This department also has control over fishing and meat production, despite it's title. Office of the Admirality - Office of the navy. Takes control of all fleets raised by the king, and ensures that all ships are well equipped and in good shape. Office of Commadoration - Office of the airships. Takes control of all airship armadas raised by the king, and ensures that all ships are well equipped and in good shape. Office of the Holy Synod - Office of religion. Replaced the Zelphis Patriarchate recently, the Holy Synod places the Zelphis church under government control. This office acts as the former patriarch, paying those who work in the church, ordainining religious figures, setting up Zelphis legigation and so forth. As a feudal rite, all high ranking church members(Bishop and above) are considered nobility, so all who work for this office are automatically nobility, and recieve 100 acres of land(if they don't own any..) and recieve the title of Comte(unless of course they are already noble and have a higher title, or equal title.) This office is very selective about who works for it, due to what it offers. Office of Foreign Affairs - Office of foreign affairs. This office controls all of Serdio's embassies, issues orders(from the King of course) to ambassadors abroad, establish diplomatic connections with nations and so forth. Office of Education - Office of Education. Opens up Universities, Schools, and over-all ensures that all Serdians regardless of age or race recieve a good education so that they may prosper. Office of the the Treasury - The Office of the Treasury is simple. It opens new banks, mints new coins, and aids the Diet in matters involving money. --- III: Regional Sector. Following the nation government is the regional governments, the parlements. Parlements are in all of Serdio's eight provinces, and all autonomous regions in Serdio also have Parlements. Esto Gaza and Mystice also make up a parlement. In total, there are 12 parlements in Serdio. --- Parlements: When Serdio was just begining as a kingdom, the nobles felt they needed someway to convey with their monarchs. Thus parlements came into use. It included all the nobility of the region, and were allowed to create budgets for the regions, raise militias, and many other duties. Today, anyone can be in the parlements(although the aristocracy are in control of many), and their duties included making budgets, ensuring defense of the province, and many other minor powers. Modern Parlements sometimes have limits on who can vote and hold office, such as owning property. Class and race cannot bare the people from voting, however. People: Royal Governor - Person appointed by the King to supervise said region. --- IV: Local Sector. The tinest and least important part of Serdio's government is of course the the local sector. All towns and villages have "communes" tiny assemblies overseen by a mayor. Communes oversee the protection of these settlements, and all towns and villages owned by Serdio(even colonies!) elect communes. --- |

POST 3: Provinces Provinces of Serdio Serdio and Eden differ in many ways. Eden's lands are binded in a "non-refundable" contract to the emperor. Serdio's lands are autonomous to an extent, with political institutions such as Parlements, and in all towns, villages, and cities, the commune. Also, Serdio has four pseudo-independant regions, Orleans, Svaoa, Hevana, and the Mystice Duchy whilst Eden has none. I. The Provinces Serdio has eight provinces, all small and cramped, compared to Eden's four secular states which occupy large swaths of land. Serdio's provinces are oversaw by one figure. The royal governor, appointed by the king to ensure that the king can be informed about the local going-ons of the provinces. I - Pasha Province Pasha is a northern province, occupying the north-western sea board. Most people are farmers, and crops like potatoes, egg-plants, and such are grown. But due to it's great spot, there are many fishermen and merchants. Nobility are few in this region are well. Capital: Sinai Other Major Cities: Kelsan Royal Governor: Tessa Regena II - Kinla Province Kinla is the most northern province in Serdio, not to mention the most deeply religious. There are many churches through the region, and many people feel for the old Patriarch who has been exiled to Kinla. Capital: Balsa Other Major Cities: N/A Royal Governor: Comte Alexander Juno III - Alin Province South of Pasha, Alin is a heavy industrialized province, with a bustling railway and factories. It's dominated by middle class people who hold industrialization and mercantilism above agriculture. Capital: Geneve Other Major Cities: Akal, Helveta, Borjo Royal Governor: Baron Mehet Henk IV - Festa Province Festa is a mix. It's eastern border is quickly industrializing, but the remainder of the province is known for it's raising of cattle, and production of meats. It is a popular tourist spot for the middle classes. Capital: Noven Other Major Cities: Hunaville, Ste. Josene Royal Governor: Ducess Jeane Reculse V - Baro Province The largest province, Baro is quickly industrializing, the center of most of Serdio's railways and industry. It's also a place where some noble estates lay, being a mix between the modern and old. Baro is known for it's revolutionary clubs, held by liberal nobility and middle class people seeking to empower the diet even more. Capital: New Soaven Other Major Cities: Huxton, Swizta, Kyje, Nelmond Royal Governor: Duc Nelson Reculse (Married to Jeane Reculse of Festa) VI - Veran Province Mainly landlocked, aside from the "Veran Corridor" is a wonderful province which has a bustling mercantile economy, as well as agricultural one. Capital: Veran Other Major Cities: Harbin, Theska, Pinquil Royal Governor: Viscomtess Helen Ximen VII - Navare Province One of the more southern provinces, Navare is full of wineries and other noble istitutions. The province is chock-full of noble institutions, and few middle class enjoy living here. Capital: Navara Other Major Cities: Toria, Seselia Royal Governor: Comte Herald Bangas VIII - Thesily Province Bordering Eden, Thesily was the only Serdian province that relied heavily on slavery to produce tobacco, sugar, and cotton. With the abolition however, Thesily's economy has went into a tail-spin, and the gentry are very upset, some even wishing annexation by Eden. Capital: Santian Other Major Cities: N/A Royal Governor: Mistese Louise --- II: Autonomous Regions Serdio has only four secular states. Each of these states are few to be ruled as their rulers see fit, but they must send delegates to the Royal Diet, and must give some power to the regional Parlement. These secular states(aside from the Mystice Duchy) are free to print their own money and raise armies, and take part in international diplomacy, TO AN EXTENT. I - Duchy of Mystice Comprising of Mystice Grove and Esto Gaza, the duchy of Mystice is ruled directly by Serdio's reigning monarch, and holds some power over it. The Duchy is VERY industrialized. The Duchy is in union with the Serdian monarch, and is only inherited by Male rulers. Capital: Esto Gaza Other Major Cities: N/A Ruler: Duke Drake Rlugia Government: Limited Monarchy II - Kingdom of Orleans Bordering Hevana, Orleans is a quiet rural kingdom, known for it's few cities and many farms and other institutions. It like Thesily wishes to join Eden because of it's failing economy due to emancipation. It's full of idle country gentry, and over-all is considered "back-water" and "hickish" compared to the rest of Serdio. Capital: Orvani Other Major Cities: N/A Ruler: King Bojack Tonasha Government: Absolute Monarchy III - Svaoa A rural kingdom, Svaoa is rapidly expanding. It's ruled by the last Edeniese Caesar, and is one of the largest kingdoms in Serdio. It's also known for it's religious nature, and is home to the ex-patriarch. Svaoa is also very well known for it's fruits. Capital: Meredith Other Major Cities: Zesta Ruler: King Ismail Francisca Government: Limited Monarchy IV - Hevana Hevana is a bustling principality, surrounded on both sides by provinces which wish to join Eden. Hevana's economy suffers as well from Shii emancipation, but as most of it is industrialized, it is not as bad as Thesily or Orleans. Hevana is ruled by the liberal prince Ferdinand of the Hasbre dynasty, Capital: Alexandra Other Major Cities: N/A Ruler: Prince Ferdinand Hasbre Government: Principality --- III: Colonies I. Vessal-Kingdom of Itala Itala is the first colony of the post-war Serdio. It is growing quickly, and for that reason has become the first "new" kingdom to be created in many centuries. It is well known for it's trading goods and fast fleet of merchant men. Capital: Kerosa Other Major Cities: N/A Ruler: Vessal-King Simeon Exte Government: Absolute Monarchy |

Post 4: Nobility Serdian Nobility: There are many noble families in Serdio. Some own minor estates, while some rule minor kingdoms with powerful influence in the national politics. It is a mix and match, state occassions always being decked with splendor as nobility pile in. Some are cosmopolitan, while others are regal elders from far rural provinces. There are also kings, princes, and Grand Ducs who pile in. Some noble are liberal, some not. It is all a mess. --- I: Noble Titles. There are six noble titles(not counting the three titles used for minor rulers), and the most common. These are from lowest title to highest title. Gentry: This title is the lowest, and refers to rich citizens who have been allowed to enter the aristocracy. The Gentry title is unique. It places people into the aristocracy, but reserves their rights as non-noble citizens. They have no title(although Lord and Lady are used), and can still become part of the lower house of the diet. Gentry are disliked by the more regal nobility as they are "uppity" and "trashy" flaunting their so called "title" around. Baron/Baroness: The lowest rank in the Serdian nobility, they once ruled baronies which included vast swathes of land. However as Serdio modernized, these lands were taken by the state. Most barons today rule small estates scattered across the land, but during times when Serdio had colonies, a few baronies were established, such as Naimah(which was later given to Meira and absorbed into Ivendell). Vicomte/Vicomtess: Higher than a baron but lower than Comte, a Victome is a moderate title of nobility, respected but not to respected. Vicomtes are known for occupying many low government positions in the royal government, and are the nobility prone to be more liberal than conservative, aiding liberal factions in the new diet. Victomes are also wealthy enough(in most cases) to rule numerous estates scattered through the land. Comte/Comtess: The middle of the road basically. Wealthy nobility who can afford to toss their money around(investing in land, companies, expeditions, ect.) they rule numerous swaths of land, and are usually a big part of politics. Comtes are common in all fields, serving as senators, nobility in the upper diet, and many other such places. Comtes are highly respected and valued in Serdian society. Comte's have the ability to go to the court in Mystice. Marquis/Marquise: One the higher titles, Marquises are very influencial people whose estates and wealth are only rivaled by those higher than them. Marquises hold many feudal rites, such as being able to seek audiance with the King whenever possible, when lower titles must apply for such time(there are certain things though..such as lower peers being friends with the royals). Marquises are admired muchly by the lower nobility. Duc/Ducess: The last lower title, Ducs are privledged people, living in lavished manors and other such. They can be considered VERY influencial, and are the best person to seek if in need of a loan or consent to seek audience with the king when having a low title, or no title at all. --- II: High Noble Titles Grand Duc/Grand Ducess: Rulers of a Grand Duchy, a Grand Duc is the lowest of the higher titles. Serdio has no independant Grand Duchies(they were absorbed into the nation state), but the title exsists in a few older regal families. A Grand Duc title is also used when refering to the Mystice Duchy. Prince/Princess: A title for heirs to the Serdian throne, or rulers of a Principality. There is one principality(others have been absorbed into the nation state), but there are still many many princes and princesses. The title bares little symbolence to it's olden meaning, and is usually reserved for the heir of the Serdian throne. King/Queen: A title for the head of the Serdian state, as well as the rulers of Orleans and Svaoa. These are the only people who rule with such a title, and can be considered the most influencial of all. The King title differs. Serdio's king can be considered more of an imperial figure, while those in Svaoa and Orleans are of a lower rank, forced to pay tribute to the "emperor". Although the three rulers have the same title, Serdio's king is considered high ranked than those of Orleans and Svaoa. --- III: Feudal Rites Serdian nobility once had varied powers, defied in a feudal stature of seven laws, or "Rites". Most Feudal rites have been abolished, either by the monarchy as it grew powerful, or by the diet upon it's birth. Few rites are still intact. Feudal Rite Oin(One) Rite to form the "crowne councile" to petetion the ill acts of our kings. -This rite allowed Feudal nobles to form a council to block laws passed by the monarch. -It was abolished shortly after the Calov dynasty came to power. Feudal Rite Tyo(Two) Rite to place vandering men into vessalage, to serve in thy domain and obey thy gods. -This rite allowed nobility to place wandering people(peasants) into serfdom and wandering soldiers into the domain's militia. -Was abolished by Graith Rlugia. Feudal Rite Hre(Three) Rite to form armies of peasants to guard thy land from barbarians. -This rite allowed all nobility to raise armies. -Was abolished by Graith Rlugia, aside from Svaoa, Hevana, and Orleans. It was reinstated during the Mortkanian and Century war briefly to aid the struggling national armies. Feudal Rite Fur(Four) Rite to enslave all uncouth barbarians and specimens into serfdom to teach and civilize them. -This rite allowed serfdom. It was later broadened to include slavery. -Was abolished by the Serdian Regency, ending both Serfdom and Slavery. Feudal Rite Foi(Five) Protection to use thy lands without meddling of thy king. -This rite protected nobles from having estates searched and used by royal officals. -Recently abolished. Feudal Rite Shx(Six) Rite to keep thy domains defended by thy king when thy soldiers are unable. -Rite which kept noble estates protected by the king. This rite has been broadened to include ALL property owners. -Not abolished. Feudal Rite Sven(Seven) Rite protecting thy church and presenting it into the aristocracy. -Granted high ranking church members nobility. Has been broadened and includes high ranking officals in the Holy Synod. -Not abolished. --- IV: Noble Rules Nobility, as regal and lavished people of Serdio are ALWAYS expected to show good conduct so that those of lower classes will not be dumb as what good Serdian citizens should do. Noble rules were first coded in Jeane Picta's book "Laws of the aristocracy", which included conduct at court, rules regarding visiting people, and some such. These rules are over two hundred years old, but are still followed. Basic Rules -Nobles should always bow or curtsie to those of a higher rank than themselves. (Even if they don't like the person!) -Nobles should NEVER marry down. (This rule is flexible, it is considered acceptable to marry those of the gentry class to elivate them, but other-than that, nobles don't marry down. Ie: Comtes marrying Barons, ect) -Nobility should always have three pairs of clothes for each day. (Morning, Afternoon, and evening wear.) -Nobles should NEVER persue careers of boorish commoners. (Flexible; it's considered slanderous for a noble to work as a carpenter or something, but owning a saw-mill is okay.) -Nobles should never be ficle with their wealth. (Nobles should spend their money as they see fit, but not spend so much they go broke. It's also indicated that they should donate money to charity.) -Nobles should be gentle and caring to their servants. (This included slaves as well, until emancipation.) -Nobles should not be to wary of new ideas. (This rule is flexible..the liberal nobility are considered a disgrace, but other-wise it's encouraged that noblity adopt new ideas as time goes by.) --- Rules for Courtship -Noble women should never be overbaring, or masculine. (Women should basically be flirtly and polite, and never attempt to act as a man. It's considered acceptable for a woman to own a business or rule a nation, but it's unacceptable for a woman to smoke, gamble, or take men to bed before marriage.) -Nobles must be chaste and pious. (Flexible. Nobles shouldn't cheat on their spouses, but "cheating" in the noble sense means having relations with a servant, prostitute, or commoner. It's okay to take concubines and mistresses for men, and it's acceptable for women to take lovers from other noble houses.) -Nobility must never show boorish affection in public. (This means that nobles shouldn't maw each other in some grope fest. It's acceptable to kiss politely or hold hands however.) -Relations should never come before marriage. (This is..flexible. It's considered common for noble men to take a lover for sometime to learn of sex, and any children from this "relationship" will be supported by the man for the rest of his/their life. Women should never have sex before marriage.) -Nobles must gift each other at each meeting. (On every date, both people should present their companion with a gift, usually chocolate or flowers.) --- Rules for Marriage -Marriages should be sacred and bounded, fit for both the elders and the younger members. (Nobles who are courting are free to court as they please, but in the end their parents must consent for the marriage to be successful.) -Thin relations are not always best. (Noble houses commonly have a LITTLE interbreeding, between cousins and only ever 5-6 generations. It's considered disgraceful for interbreeding to be common, for it thins the blood, redering "good" noble blood useless.) -Women must graceful and delicate in managing a home. (Noble women take over the tasks of a noble estate after marriage. They should be graceful in such manners.) -Divorces should be seldom. (Nobles who divorce are considered social disgraces, but sometimes it cannot be helped.) -Women who are pregnant should remained dignified. (Women should continue to be gracefully and pious, even when pregnant.) --- Rules for Visiting Court -One must always pay respects to the monarch when visiting. (Nobles must always bow or curtsie before the reigning monarch when he makes his entrance. Nobles are thankful to be allowed to visit Mystice!) -Nobles must take their place according to rank. (Nobles must be patient when visiting court. Higher ranks are seen first, then lower ranks.) -Nobles must never show anger at court. (It is considered a disgrace to be angry!) -Nobles should always arrive in their best suits. (You wish to look nice, yes?) -Nobles who recieve permenant residence at court must not corrupt such a previledge. (Ie: You shouldn't order servants around that aren't yours which you brought from home, take advantage of court perks, ect.) --- IV: Noble Families Serdio has many noble families, ranging from meager country gentry to high Ducs. But many are obsure to the outside world, few known in other nations. Despite some many families listed here however, it is a small percentage of the population. Less than 15% of Serdio's people are actually noble. Key: * - Free for play. (PM me and we'll work something out. These families are generic, and lack everything except a last name, title, and privledges) (Blah) - Province/Region they are from. Msc Families: The Royal House of Rlugia The Princely House of Hasbre The Kingly House of Francisca The Kingly House of Tonasha Gentile Families The Hesta Family* (Orleans) The Bardone Family* (Navarre) The Heccon Family* (Navarre) The Nelvein Family* (Orleans) The Vesae Family* (Thesily) The Hudson Family* (Thesily) Baronial Families The Baraux Family* (Navarre) The Horon Family* (Mystice Duchy) The Bese Family* (Thesily) The Quesc Family* (Svaoa) The Bitte Family* (Pasha) The Quesk Family* (Veran) The Janesk Family* (Orleans) The Potta Family* (Veran) Viscomtine Families The Quartz Family* (Hevana) The Bogan Family* (Navarre) The Hinne Family* (Alin) The Nerue Family* (Baro) The Tsek Family* (Baro) The Alemeda Family* (Kinla) The Iroq Family* (Festa) The Henas Family* (Festa) Comtine Families The Herin Family* (Festa) The Bosque Family* (Festa) The Herik Family* (Mystice Duchy) The Diamone Family* (Veran) The Franse Family* (Pasha) The Dosea Family* (Pasha) Marquisene Families The Seseon Family* (Veran) The Boea Family* (Veran) The Esde Family* (Baro) The Kinlke Family* (Svaoa) The Besat Family* (Hevana) Ducal Families The Boose Family* (Hevana) The Urin Family* (Orleans) The Bojane Family* (Svaoa) The Jasmine Family* (Mystice Duchy) The Blossom Family* (Navarre) The Tante Family* (Festa) Grand Ducal Families The Rose Family* (Pasha) The Sun Family* (Alin) The Moon Family* (Alin) The Deine Family* (Thesily) Princely Families The Jaques Family* (Thesily) The Bogato Family* (Hevana) The Janese Family* (Navarre) Kingly Families None. |

Post 8: Culture Religion: While all of Zelpha worships the four creators, all nations have minor gods that play some part in the culture of their nation. Serdio has only two minor gods, the goddess Lunaria who is the patron of the moon, and the god Sune who is patron of the sun. Serdio's religion is known as Zelphis, and has it's own church. The church is very intricite and full of ritual, known for holding three masses a day in the honor of the sun and the moon. It's roots are traced back to Pagan Serdio, before the gospel of the creators was sewn through the land by Kenjikian colonists. Zelphis is an olden religion in Serdio, and most of the populace are followers. The church is a very noble institution, and things such as Monestaries still exsist. -- Gods Stated above, Serdio has two minor gods which reside in the lower heaven. They live supposdly in a fortress known as "Heaven's Range", where they control the rise of the sun, and the moon. The two gods are: Lunaria, patron goddess of the moon, and Sune, patron god of the sun. Sune: Sune is a man of many talents. A bard in mortal life, he was slayed by a dragon and matryed by the Zelphis faith. He supposedly stated that if he died, the sun would not rise for five days. It didn't, and thus now a days people revere Sune as god of the sun. Lunaria: A quiet Kenjikian noble-lady, Lunaria traveled to Serdio to spread the gospel amongst the barbarians. She was captured and raped by a chief known "Pu'yah". She prayed for Pu'yahs sin, clearing him of all anger. She lived amongst Puyah's tribe for the rest of her life. She supposdly said that her child from Pu'yah was not mortal, but stars. And in her labor, the child died, but the stars shined brighter than ever, the moon included. Today, Lunaria is revered as goddess of the moon. --- National Anthems Serdio has three anthems. The national anthem, a royal anthem standard for all royalty, and a royal anthem chosen by each dynasty. Glory, Glory to Serdio - Glory is the national anthem. It was adopted following Drake's asention to the throne, and pretty much made Serdio into a nation. Protect our Lord/Lady - Protect is the standard royal anthem. It was adopted when Serdio's monarchy was established, and brings fervor to people and pride to the monarchy. Land of Freedom - Land is the dynastical royal anthem. It was chosen by Graith Rlugia and is less regal than the other anthems. Still, many find it lovely. |
