Do young offenders institutions need a complete overhaul?

after reading the other thread debating the death penalty and harsher sentencing this article reinforced my opinion that the 'system' is failing young men from a very early age. Far from being 'soft' British jails seem to be stuck in the Victorian age when it comes to rehabilitation. This kid is due for release this month and so far has been stripped of an education and given extra mental issues. Now he's our problem again. Software Tool Overview Video
Why are YOI's not being totally overhauled to work harder on making these young men (and women) into productive members of society instead?
