Description: WA General Assembly Resolution #116: Nuclear Waste Safety Act (Category: International Security; Strength: Significant) shall be struck out and rendered null and void.

Argument: The World Assembly,

Applauding the efforts of General Assembly Resolution #116 Nuclear Waste Safety Act to deal with the ongoing international problem of nuclear waste products generated by the production of commercial energy and the development of nuclear technologies for military applications,

However concerned that Nuclear Waste Safety Act poses significant hindrances to the actual long term storage of generated nuclear wastes,

Deeply concerned that clause seven places the burden of safe and secure storage on sending nations even though clause four states receiving nations may seek fiduciary compensation for receiving said wastes, therefore unfairly placing double the finically responsibility on originating nations,

Puzzled that clause eight places the responsibility on sending nations to ensure that the receiving nation possesses the necessary facilities and infrastructure to ensure the long term disposal of nuclear wastes, even though the receiving nation is recieiving fiduciary compensation for receiving said wastes,

Befuddled clause nine allows for receiving to demand the transfer to the required technology from sending to ensure the safety, security and long term storage or nuclear wastes, thereby making it highly unlikely any reasonable nation would actually transfer said materials to a receiving nation which does not already possess these technologies making the whole resolution unnecessary and moot,

Amazed that despite all of these guidelines, nothing in Nuclear Waste Safety Act actually ensures the safe, secure, long term storage of nuclear waste products as it merely regulates the transfer of said materials,

Hoping for the passage of future sensible guidelines that ensure the safe, secure transfer of nuclear waste products to willing nations,

Hereby repeals General Assembly Resolution #116 Nuclear Waste Safety Act.

Against.

I think the original resolution is sufficient to accomplish its end -- securing international nuclear waste.
