That's not how NS law works though, if you're a WA member. Compliance is mandatory. The WA passes a law, it becomes law in your territory (how you decide to RP this phenomenon is entirely up to you). The jurisdiction is no longer silent.

Or are you referring to something else?

True, I appreciate that what RF does is very much enact that position, or at least something very close to it, as a matter of international law binding on all WA states.

My point was that this position is workable, and perhaps in fact preferable.
