Against. 1. Animal protection is not an international issue. It should be handled primarily by local governments. 2. In Section 2, the "physical trauma" and "cruelly killing" subclauses are ambiguous. 3. This proposal would appear to criminalize the killing of an animal in self-defense. 4. An animal can't be sexually assaulted. "Sexual assault," by definition, "is any involuntary sexual act in which a person is coerced or physically forced to engage against their will, or any non-consensual sexual touching of a person" (Wikipedia). The appropriate term is bestiality, which is sexual contact with an animal, period. |

1. Disagree. Protection of animals is a RL global issue. 2. Not more ambiguous than "serious injury" as opposed to "really serious injury" is, for example, in Victorian law. The law uses those terms and entrusts juries/judges with making those distinctions. 3. The proposal prohibits 'abuse', and gives examples thereof. Self-defence is not abuse. 4. lolwat. It's perfectly clear what it means, and that's the wording I would have chosen. My only issue with the proposal is that it prohibits "Intentional abuse of animals, including … recklessly abandoning or…" There is a way to make sense of this (as you're aware of the risk, the abuse is intentional, even if the result of the abuse is not intended) but it's a little bleugh.
