If the proposal had instructed national governments to monitor "the spread of antimicrobial resistance," I might have supported it. Instead, it seeks to confer that power on the World Health Authority. While antimicrobial resistance is a problem, I don't believe it's so pressing that an international agency should go into every country. |

But the WHA is already in every country: the WHA authorising resolution has the WHA setting up an individual WHA authority in each nation. Given the resolution simply requires the WHA set up a "mechanism" for effecting its mandate, that mechanism could well be delegating responsibility for the mission to each individual, national-level WHA office. Abstain. |
