For. This proposal is horribly written, but I support it because the Cooperation in Science Act is poorly written and because the World Assembly Science Program is unnecessary. Universities, private foundations, and national governments do far better jobs at scientific pursuits than the World Assembly can do. Also, "science" is a catch-all term for a wide range of fields; any resolutions promoting science ought to focus on particular sciences rather than science in general.
