Based on the forum debate, it appears as if this author has some authority in this matter, and one thing that stood out to me in that debate is that this proposal enforces essentially the bare minimum that would be expected in a RL nuclear plant. Unless someone is RPing negligence, there's no reason to believe that these requirements will be an undue hardship. |
