When the original resolution was at vote, I was made aware of its "defects" but voted in favor nonetheless. I think this repeal proposal overstates the problems with the Marine Debris Accord. For one thing, the resolution defines "marine debris" as non-biodegradable materials "disposed of or discarded in any marine environment." Now, in my view, burials at sea and the creation of artificial coral reefs do not count as disposals or discards of material. "Dispose" and "discard" imply throwing something away as if it were trash. In other words, I think this repeal proposal makes extreme and unreasonable interpretations of the original resolution. Against. |

(Not voting.) I voted for the resolution because I was annoyed at the treatment its author received from WA forum players, and I'd like to see the repeal pass now to complete the circle and demonstrate how totally they will not help the author redraft the proposal. IMO the repeal makes some legitimate arguments and some overblown ones. |

According to the discussion on the NationStates forum, the author plans to draw up (or persuade #309's author to draw up) a better replacement. I'll wait to vote on this repeal until I see the replacement, I think. The repeal is correct that there are fundamental flaws in the original legislation (the repeal's point regarding waste treatment most especially, in my opinion), but half-baked environmental legislation is better than none at all, and I'd prefer to keep this on the books until something better comes along to replace it. |
