Is your pup all grown up? IME leather collars do tend to stretch a bit over time, especially if your pup plays with other pups who think it is great fun to sling her around by her collar. I think they measure those to the middle hole, so you should be able to snug the 14" one up a bit. However, the plate is usually put on in the center as measured to the middle hole, so if you snug it up a hole or let it out a hole, the plate won't be centered on her neck. That may not be an issue for you at all ... it bugs me just a bit, but I am pretty picky about stuff like that. Maybe call Quillin and see what they suggest. Usually they are happy to advise you on fit.
