Tricky situation. Document, be totally professional. But I'd be very careful how to involve any 3rd parties at this point.

Depending on your relationship with him prior to this turn of events, maybe you could say something directly to him.

Creepy. It sounds like his first comment he probably felt kind of 'safe' making it since you were dressed in a silly outfit and you could have taken it as a joke... but knowing some icky men and ugh with the follow up comment - YUCK! Do you see him often... like everyday? I am really sorry.
