FIFA's Transfer Matching System

I have not seen this in any English language press but here in Spanish is an article, and video, about a new transfer monitoring system FIFA are implementing immediately which is meant to cut out the influence of 3rd parties involved in transfers such as the infamous Kia Joorabchian:

Apparently every club involved in a transfer will have to inscribe the player involved, the amount and form of payment, and agent(s) involved. FIFA will then assign invetsigators to determine if every requirement has been met and if they are not then fines, suspensions and even docking of points can be implemented. Which to me brings up a question, how can FIFA dock points from a club? Isn't that a national federation's duty?

Anyway this is an interesting concept and we should be hearing more about it soon.

If it prevents abuse and the splitting of transfer fees amongst some shady agents then this will be a good step forward. But more needs to be known on how rigorously FIFA will investigate each transfer before we can really say this will be helpful.
