state letters on cars in N.Y.; Nascar tracks only?

GUys,need info,in the 50-60's cars run at Utica-Rome,Albany-Saratoga and other Nascar tracks ran numbers and state.Like Ritchie Evens=60ny,Lou Lazzro
was 4ny, Rene Charland had Conn. as did a few others from there.Saw a few NJ and Pa.Dad ran outlaw(all tracks,not Nascar) we could run soft top cars with roof hole welded closed 32 coupes etc. Was it a nascar mandate? .?. .z.
