Calling for Tenders - Ship Constructions

In an Effort to use more efficient and clean ways of transportation, The Federal Republic of Celestial Maple is calling for tenders for
the the constructions of 6 New Cargo / Tanker Vessels.

Important points to consider when thinking on submitting a proposal:

1. Green Technology – Its important for the Federal Republic to maintain as little footprint as possible on the ecological system.
Finding ways to make the vessels efficient while maintain low emission should be one of the main priorities.

2. Surrounding Complexity – The federal sits and operates in the northern parts of Wysteria Region and as such has to deal with Extremely cold weather, freezing sea & icebergs.
All of the above need to be taken into consideration when checking whether the company is capable of constructing and implementing technologies to deal with these hazards.

6 Vessels are separated into 3 groups based on type / use.
Bidders may submit proposals for 1 or more of the Groups bellow.


Group A
Cargo Ships Specialization: Bulk Carrier
Amount: 2 Vessels
Type of Cargo: Ore
Vessel Capacity: 50,000 - 70,000 DWT.

Group B
Tanker Ships Specialization: LNG Carrier
Amount: 3 Vessels
Type of Cargo: LNG – Liquefied Natural Gas
Vessel Capacity: 125,000 and 135,000 m3 (4,400,000 and 4,800,000 cu ft)

Group C
Cargo Ships Specialization: Cargo Container
Amount: 1 Vessel
Type of Cargo: Containers Modular arrangement.
Vessel Capacity: 12,000 – 18,000 TEU.

Rules for bidding:

1. Bidding for one of the groups, requires the bidder to give services for the construction of all vessels under that group.

2. The specifications within each group are basic requirement.
Any addition technologies and ship architecture implemented into the ship (bidder – company expertise ) should be stated on top and as part of the bidding proposal.

3. Time Table: The Contractor should submit a time table for the construction & delivery of each vessel along with time table for payments (see also clause 7.ii)

4. Prices shall be fixed and not subject to revision. Prices must be expressed in NS $. Tenderers are liable for any losses that may result from fluctuations in the exchange rate with non-NS $.
Prices should be quoted free of all duties, taxes and other charges, i.e. also free of VAT.

5. The tendering documents must be forwarded in two parts:

Part 1 must contain the administrative and technical

Part 2 must contain only the price information.

Tenderer must keep in mind that the assessment of their bid will be based solely on the content of the written bids;
therefore it is essential that the written bid encompasses all the information needed to evaluate their capacity to meet the requirements of the specification.

6. Economic and financial capacity

Information and formalities necessary for evaluating if requirements are met:
The tenderers will be expected to provide the following information:

• full name of the organization,

• proof of their legal status,

• the nation in which they have their headquarters or domicile and
supporting evidence normally acceptable under their own law,

• VAT status and registration number and, as the case may be, an
objective proof of the VAT exemption,

• bank & Guarantee details.

• persons authorized to sign on behalf of the organization, name of
person in charge of the tender file.

7. Payments by the issuer (Celestial Maple) - The builder may choose between two types of payments:

7.i The Issuer will pay the entire sum of money to the builder, at the accepting of goods.

7.ii Payment at the end of each period (time table agreed upon and submitted in advance - prior to signing the contract) provided that the contractor submitted to
the Bureau of Transportation an invoice showing fulfillment of all his contractual obligations by the end of each period.

8. Submission of a tender implies that the Contractor accepts all the terms and conditions set out in these specifications and waives all other terms of business.
Submission of a tender binds the Contractor to whom the contract is awarded during
performance of the contract.

9. Deadlines for bidding: August 1st, 2016

10. Payment Guarantees by the Issuer:
The sum of money to be agreed in the final contract, for the construction of the entire tender, will be transferred to a 3rd party to be agreed by both signing parties.

Statement by the Issuer

The Bureau of Transportation on behalf of The Federal Republic of Celestial Maple is the sole responsible to the fulfillment of the contract on The issuer side.
