Being able to both do and 'be' everything would be improbable and more importantly, it would be boring. While a person could maybe argue that everybody having access to every skill creates a sort a balance in itself, it's the unpolished and un-fun kind of balance. It's not a balance enabled by the nuanced measuring of different skillsets, it's the lazy sort of giving everyone the same blank slate. The better parts of 'Final Fight' - and of most games - lies in utilizing your limited moveset against another's limited moveset and seeing who can structure the better build and then actively utilize theirs the best in combat.
