Fuuma Primary trait

Here are some questions regarding my choice in a primary trait.

1. Does fuuma's cooldown reduction stack with speedy, or multiply with it?
For example, is it 30 + 15 = 45% cooldown reduction, or 15% of 70% = 40% cooldowown reduction.

2. Should I get powerful, tough or speedy?

I feel like powerful can be useful for kenjutsu stuff, but kind of defeats the purpose of fuuma having increased chakra control since it will increase my drains.

And then that speedy is good, but at the same time has some bugs and no real benefits to user, just helping with sushining.

While tough can make up for a lot of mistakes with the tankyness.

any thoughts on this from experienced fuuma user?

Speedy cooldown reduction is 40%. Not 30.

Just go speedy. Even if the CDR doesn't stack, it'll still be cancer.
