Actually, I must correct you on that.
In the Japanese language, all syllables have to end with a vowel. So after every consonant, if there isn't an A, E, I, or O, you have to add a light U sound. So If you were saying a name, such as Usopp, it would be pronounced as U-so-ppu. Therefore, all anime characters named technically end with vowels only in the japaese language, as after any N sound, you would have to add the U sound.
However, if you were to romanize the names accurately, you could simply dump the U sounds from the name if they aren't important. Thats why names like Brook aren't translated as Bu-Ruu-Ku, or Ten-Ten as Te-Nu Te-Nu.
It COULD end in vowels only, but it depends simply on if you use romanized translations or translations that aren't romanized.

I'm aware of Usoppu, Choppa, etc., but how come I never seen things spelled "Kenshinu", "Robinu", "Simonu", or things like that? Through observation, it seemed to me like "n" was some sort of exception. By the way, I actually HAVE seen Boruku, or something like that, for Brooke. I guess it just depends on how literal the translator was to translate it.

Japanese culture cares.

The thing about Robin and Simon is that they are actual names, and are relatively simple to translate (though I do come across ridiculous translations like Lobinu in some of the older translations, but that is just because the older One Piece translators were god awful). Unlike Usopp and Chopper, who have pretty out-there names, and can easily be taken the wrong way.
I have actually seen Kenshinu once, don't remember what translation it was though.

So, what about Gurren and Lagann? They don't pronounce those Gurrenu or Lagannu, and those arne't exactly common names either.

You're sure that "n" isn't just the exception? That seems to work for every case.

I assume that the letter N is just more difficult to notice the U, in contrast to other letters like L/R and P, in which you can easily hear it.
When the words themselves are written out, you can easily see it. However, it may be difficult to notice when spoken out loud.
