Also relates directly to the Reverse Ninja Effect.

True in real life too in a way, now I'll assume you'll want an explanation so here is one.
Ninjas in feudal Japan would often work alone and would be more effective than if working as a team because of one guy being harder to detect than er.. 7 for example, however if Ninjas did work in a team (Such as the failed assassination of Tokugawa Ieyasu,) they were much less effective because the had to avoid each other lest they mistook each other for Guards etc.
Because of this only high profile, high security targets would have had a team sent after them.

Watching 9 and my suspension of belief has gone Hawk and Scarlett stand in the middle of a load of exploding barrels that only come up to their knees since they've been knocked over, standing up bold as brass firing pistols while surrounded by Cobra guys with SMG's and assault rifles who are firing full auto at them from between 10 to 30 feet away...and none of the fucking bastard Cobra agents can hit them.

It's John Woo logic. If your opponents have machine guns and you have pistols, you will win every time. I call it the 'Chow Yun Fat clause'.

Also whilst cobra commander is apparently not as shitty as before, his grunts are (as he rages)

Well bullets bounce off his head and he has a dozen hostages, who needs cover?

I'm loving this. Never watched GI Joe, but seeing a property decide to throw 'Never Say Die' out the window for one grand bloody finale is fun.
