I think AA is more of an issue ouside of the big cities. I have done a lot of hiring over the years. Since half the population of NYC are immigrants, I found myself interviewing mostly minorities. Europeans almost seem a minority here.

I am not aware of any quota system. I have never been told not hire any particular type of person. The only thing I was told (not by HR), was to not hire someone with poor english.

I do tech interviews. I only care about the person's technical abilities. I objected to the "poor english" restriction, because it limits (a lot!) the number of people I have to choose from. I certainly would not want any other limiting factors....

As a result, I have recomended for hire all kinds of people, from Africa, China, Russia, India, etc. I am also fairly certain I have recomended homosexuals, even though I don't know for sure (since it is not relevant). If they know the technical stuff, they get the recomendation. Real simple.

I would think any manager would not want any restrictions on who gets interviewed and who doesn't. Sometimes it is very difficult to find the kind of person you are looking for and you have to "settle" for someone that is not the best fit.

Again, AA can only be enforced on hiring by government and government-contracted companies recieving a certain amount for their work. Private companies have never been forced to abide by it, though some so voluntarily.

Yeah, it's more of a cultural PC thing I think. Companies don't want to be perceived as racist, so they do what they can to correct the perception.

My departments were always quite diverse. I was asked by the different HR concerns, from time to time, how I managed to get such a multicultural workforce. My answer was I never tried to do anything but hire people who had the skills and were generally a good fit, and I never hired based on race, gender or ethnicity. I greatly enjoyed the diversity, and learned lots from it!
