What I'd do is shrink the icons to put them all together in there. And, looking at the example map with units, put a multiplier plus number to indicate number of the same units in a cell

Yeah, see my example on the first page.

Each cell can hold [one structure OR one terrain feature] AND a maximum of 50 of one type of a unit (50 Infantry, 50 Artillery, etc)

Wait, wait, Ryan, before you leave:

Yeah, well I mean all you have to do is copy images from the website I provided and paste them into cells.

Obviously, if you can, make it pretty by removing some of the white backgrounds and such.

But I leave it to you. Just look at my tutorial, and I'll be around for a while tonight if you have additional questions.

Just putting it out now: I plan to make two whole campaigns myself, if I have time (one guarenteed). I'll also be putting up a series of templates, meaning a battle grid fully filled in with one type of terrain. It's a pain in the ass to copy and paste 81 squares one at a time.

I can simplify things and make some templates if you like...

Also, (without divulging a top secret game-changer) don't feel constrained to have a the basic sector unit be a 9x9 cell grid...

I have a whole campagin in mind too, and senarios might have special 'rule breakers' for that senarios only, unique units or the like.

Where are the unit stats btw?
Work in progress.

Note it's not finalized, but all stats more or less are (costs and resources and such will change).

Hit and Miss are a generalization of Tactical Power. Each unit has a specific multiplier (or divisor) against another unit. Since there are so many units and so many numbers, I can't list them all under the TP column, so I just made a generalization about what a unit is good at attacking and what a unit is poor at attacking.

Thus, conscripts have a significantly weaker TP against any unit, lowering their total AP.

For best results in discovering Tactical Powers (either consult the chart at the beginning of the post or) just try having different units attack other units and play around on the battlecalc.

Templates are done. I did five for base terrain types, and one for a special template:

Just save each of these to whatever folder you're using and paste them to paint for use.
