Reviving this again, so we can have a conference in the staff board. Post any and all rules that are ambiguous, do not make sense, or are missing.

    * ii. Forest: Green; +1 defense for each unit; vehicular units movement -1; +2,000 population
    * iii. Mountain: Brown; +2 defense for each unit; vehicular units cannot enter this terrain; +500 population
    * iv. Desert: Yellow; all ground units movements -1; +500 population
    * v. Tundra: Gray; all ground units movements -1; +500
    * vi. River: Blue line between sectors; no vehicular unit may traverse between sectors; bridge may be built; 1 naval unit per sector may travel through river
    * vii. Sea/Lake: Blue sector; only naval/air units may enter sector
    * viii. Town: Small black square; +1 defense for each unit; industry may be placed here; crops may be planted in this terrain; +5,000 population
    * ix. City: Large black square; +1 defense for each unit; double industry may be placed here; +10,000 population

I think not enough people know about these rules, or even bother with them... I know for a fact the me, Ares, and DI have all gone against no vehicles in mountains for example. Plus, if all ground units get -1 movement in Dessert and Tundra, that means infantry can move... 0?

Not really much of loophole, but population never seems to really run out...

One last rule. I've taken advantage of this one a lot my self, but I think it just doesn't make sense that a troopship can move its maximum of three moves, and unload some troops that then move their maximum. It is like the troopships take an entire day to go from A to B. When they get to B, they unload, and then, in the same day (which is already at its end), those units move some sectors that normally would have taken a full day... Same with all transportation vehicles. I think that if a unit gets moved in a transport vehicle, then it should not be able to move on its own that turn.

Edit: Also, the rules say nothing about you not being able to move through a sector that has enemy units in it.

^_^ Thanks DeadHead. I'll be taking a look through this with more detail and I'll right up some amendments and then the staff/members will vote on them, or any others we can come up with. So, if you have any suggestions, just PM them to me or something.

Obvious one but could be taken advantage of. Should actually state in the rules that when you annex land, no other nation's troops can be located in those sectors. Unless it is an ally or someone who does not object.

As I have said before... I do not see any rule stating that you are not allowed to create any units after the enemy has stated that he was going to attack.
