Amendment I.

Amendment to: Section II. The Map
Regarding: Towns and Cities

*3. Towns and Cities

Towns and Cities are special types of terrain.  You must purchase charters to establish towns and cities.  Towns and cities, aside from having the terrain advantages listed above, also have the ability to subdivide.  By subdividing, they allow you to divide your sector into many sub-sectors.  Units and structures may only exist in one sub-sector, and all movements are the same, except sub-sectors take the place of sectors in movements.  That is to say, if you have a movement of two, you can move through two sub-sectors.  Players can draw the subdivisions to their liking, and may allocate the amount of resources and population to place in each.  This may only be done when the town/city is first established.  Towns may have up to 5 subdivisions, and cities may have up to 10 subdivisions.  Cities may not be adjacent to another city, but towns can be adjacent. 


Addition:
Towns and Cities may only be founded in Plains sectors.

A nation starts with one free city, in its capital sector.

Nations may found new towns for no price when their population reaches benchmarks of 25,000 people. Nations may found new cities for no price when their population reaches benchmarks of 50,000 people.

Any unit may be disbanded. The nation will receive half of the monetary cost, half of the resource cost, and all of the population cost back for each unit disbanded.

Amendment to: Section IX. Armed Hostilities & War
Regarding: Special Unit Attacks

Additions:
3. Special Unit Attack/Defend Relationships

In order to keep units realistic, the following rules prevent certain types of units from attacking or defending against each other:

  • i. Ground vs. Air: Ground units may defend against Transport Copters and Gunships after they attack, but not against Fighters or Bombers.
  • ii. Anti-Aircraft: Anti-Aircraft units may defend against all aircraft before the aircraft attack.
  • ii. Ships vs. Air: Ships may defend against all aircraft after they attack.
