Secretary-General Fern: We have a major problem about nations not paying fees. I think that it's time to get tough with those that don't pay, so we can get the money we deserve in here.

I think that to start off, we should have the nations pay a fee for every time they miss a payment, perhaps double their normal dues. Following that...throwing a nation out of the U.N. doesn't mean much right now, so its not a viable threat.

Falklandian Ambassador George Kelly: My nation also sees this as a problem, although we must regret we have not paid our dues for sometime but that is due to the fact we haven't collected any revenue.

I believe a new membership fees resolution be written, one that is much more comprehensive than the last one. This resolution should also include the penalties for not paying, with the most severe being kicked out of the UN.

Although what you said that being kicked out of the UN not being much of a threat, due to it's lack of activity, with a good Secretary-General, my country aims to be involved with the United Nations as much as possible.

So that the United Nations is able to fund it's operations and programmes around the globe, all nation will be required to pay a membership fee. The membership fee will be 10% of the national revenue that they receive in the income report.

The Treasurer will be in charge of makeing sure nations pay. This 10% is a minimum, any nation that wishes to pay more may do so if they wish, but they must make sure that the Treasurer knows.

This Vote will end on the 20 April.


It appears to be quite clear. There is however, no enforcement power right now for the Treasurer. But, is 10% of the revenue an appropriate value? No one seems to be paying it.

OOC: I think it needs to be a clearer way of doing it, perhaps it should be posted on income reports as opposed to people posting it in that topic.
