Amendment I: Chairman Emergency Powers

Should quick and decisive action be deemed by the Legislature necessary in desperate times, the Legislature may vote to bestow emergency powers on the current Chairman.

Under these emergency powers, the Chairman will have the right to enact any proposal into law at will. The Legislature shall have the right to repeal any resolution passed by the Chairman with a majority on a discharge vote.

The Security Council shall have its normal privaleges, unless the Council make no decision on the Chairman's proposals within 2 days. After the aforementioned time has elapsed, the Chairman may act upon the proposal. The Security Council shall have the right to repeal any action enacted by the Chairman with a majority vote.

The Chairman does not have the right to amend the Constitution, or violate any resolutions passed by the U.N. that require a special vote.

The Emergency Powers shall expire whenever the Chairman resigns from the powers, or the Legislature pass a 2/3 majority to remove the powers.

-------------------------------------------------
This is an amendment to the U.N. Constitution, and as such, requires a 3/4 majority vote.
