Hi there! I came across that before. I believe you know the definitions of staccato and tenuto and i'm quite sure the composer does not mean it to be a 'staccato+tenuto' thingie. (i think it's rather impossible )Anyway, the 'staccato and tenuto marks' actually denotes 'MEZZO STACCATO' it means to hold the note for 3quaters of the note's time value. Then again, do follow your instructor/conductor on how he wants it to be played as there are different interpretations to different music. i have this link stored before previously when i ran into the same confusion you encountered & hope it might be useful for you http://www.dolmetsch.com/musictheory21.htm#staccato it also offers a huge huge range of other information on music theories. manymanymany pages, so take your time - no hurry! I hope all the above did answer your doubts, and do correct me if i'm wrong. Thanks!
