I need to know how to make a layer "shine". Kind of like taking the edges and making them longer... I know that sound confusing, but if you know what I mean please help.

Duplicate your layer and go to the bottom one... Then go to filter-> Blur-> motion blur... Use your own settings.

Yeah thats what i would suggest, also duplicate the orginal a couple of time then try filter-> blur-> motion blur using different settings on each dupliacate.

Wow, I have like a million diffferent ways to make a render shine. My personal favorites are:

1. Duplicate the render, move it above the original render, add a gaussian blur of 2.8, and set the mode to lighten.

2. Duplicate the render, take the bottom layer and add a motion blur with an angle of 23 degrees and 44 for the bottom option. (I forget what it's called)

3. Duplicate the render, move it aboe the original render, add a gaussian blur of 5 and set the mode to overlay.

Now here's the kickass part. Add all 3 together and you'll get the same effect as my sig renders got. ^_^ (Look at my sig to see what I mean ^_^)

No, it doesn't make it look like what you wanted, but it still looks awesome. ^_^

Edit: HEY! I think I know what they did! Alright, they highlighted each seaction that they wanted blurred via the rectangular marquee tool. Then they added an individual blur to each section! They changed the angle for each section they highlighted.
