Services to LUFC for putting up with a scouser!!!
Just been chatting to a mate in town and her daughter failed her driving test yesterday. Apparently going 45mph on a 60mph limit road is classed as driving slowly and this is what she failed on.

Seems like the government is encouraging people to drive faster.

I think the examiners have to see you are confident and in control of the car when doing the speed limit.
My bike instructor told me that before my test t'other year.
It does seem a petty thing to fail on though.

But I can't see any rules that have been broken?, do driving instructors have a percentage factor for speed limits (45mph in a 60mph too slow but 50mph is ok) and are these taught to learners?

I failed my first test for doing 27 in a 30 which he said because there was parked cars each side was too fast ,i appealed and got a free retest the following week did the same road this time at 25 mph and the examiner let me pass but told i was going to too slow...you just cant win sometimes ..still from never ever driving a car to passing test in 8 lessons musnt grumble..

i think they call it 'not making satifcatory progress' or something like that - its not that long since i passed my driving test, and i'm sure i asked that question before i took my test....

That does seem a bit harsh, apart from anything else, 60mph is the limit not a target.

Also to put things into perspective, 40mph is the minimum speed you are allowed to drive on a motorway where of course the limit is 70mph.

Personally I think people driving excessively slowly without due cause on dual carriageways are just as dangerous as the BMW drivers flying past at 20mph+ over the speed limit. It is a pet hate of mine.

If there is a reason to drive that slowly (adverse weather conditions, low visiblity etc) then thats fair enough, but driving at 45mph in a 60 zone on a clear day puts other drivers in a situation where they need to overtake, which takes them straight into competition with the aforementioned beamer drivers.

She was in the bank, in front of me in the queue. Yeah that's the ones, also some teenagers playing violins, seems they've got a bit of a rotation system going on as they had swapped places when i walked back.

You're meant to drive to the conditions around you or something like that. If there wasn't a cue of traffic in front of her then they would expect her to go up to 60. Still, very harsh to say that is a major fault and not just a minor.

But I still cant see what rule/law has been broken? 45mph isn't slow on a 60mph road

It isn't all about breaking rules and laws.

I got a major on one of my tests for not being far enough over in my lane for a Bus to pull out of a junction. Technically I didn't break any rule.

They test you on how well you drive depending on the conditions. Driving 45 in a 60 zone for no good reason is excessively slow, to the degree that maybe the driver didn't actually know what the speed limit was supposed to be.
